اصدر القائم بأعمال رئيس المجلس الانتقالي اللواء أحمد سعيد بن بريك تعميم إلى مختلف التشكيلات الأمنية والعسكرية يقضي بمنع إعتراض دخول القات إلى العاصمة الموقتة عدن إبتداء من مساء اليوم الأثنين14ابريل.
وجاء في نص التعميم مايلي:
اصدرت قيادة المجلس الانتقالي تعيم الى مدراء الامن وقادة الألوية والدعم والاسناد وقادة الأحزمة الامنيه ورؤساء المجالس الانتقالية في المحافظات عدن لحج ابين الضالع والعمليات المشتركة وعمليات الأمن والدعم والاسناد تلزم كافة الوحدات الامنيه والعسكرية بمنع اعتراض دخول القات الى العاصمه عدن اعتباراً من مساء يومنا هذا الاثنين الموافق 13 ابريل على ان تتحمل مراكز الشرطه المسؤلية منع بيعه في الأسواق وإغلاقها على مدار الساعه ومنع اي تجمعات في الأسواق وتتحمل كل جهة اي ضرر بحياة المواطنين وسلامتهم بسبب مخالفة هذه الأوامر وعلى ادارة الامن التنسيق مع الوحدات العسكرية في نطاق الاختصاص لدعمها بالقوة اللازمة لوقف اي محاولات لبيع القات بهذه الأسواق وضبط المخالفين ثم تسليمهم لمراكز الشرطة لاتخاذ الإجراءات الحازمة

Acting Transitional Council Chairman Major General Ahmed Saeed Bin Brik issued a statement to the various security and military formations to prevent the interception of khat entering the temporary capital of Aden, starting from Monday evening, April 14.
The text of the statement :
The leadership of the Transitional Council issued statements to security directors, brigade leaders, support and leaders of security belts and heads of transitional councils in the governorates of Aden, Lahj, Abyan, Al-Dhalea, joint operations, security, support, and operations. All security and military units are obligated to prevent the interception of Khat entry into the capital of Aden from Monday evening to 13 April provided that the police stations bear the responsibility to prevent selling it in the markets and closing them around the clock and to prevent any gatherings in the markets and each party bear any harm to the life and safety of citizens due to violating these orders and the security department should coordinate with the Military units within the jurisdiction to support it and needed it to stop any attempts to sell khat in these markets by force and control of offenders and then handed over to police stations to take firm action
