وتكشف الوثيقة الصادرة من مصلحة الجمارك إلى وزارة الداخلية التي تسيطر عليها المليشيا، الخلاف بين الأجنحة الحوثية، لتشمل التجارة بحياة اليمنيين..

فبينما يحتجز أحد الأجنحة الحوثية المبيدات الحشرية الخطيرة بعد إدخالها إلى مصلحة الجمارك بصنعاء، يقوم أحد الأجنحة باقتحام المصلحة والتعامل بقوة للسيطرة على شحنة الأدوية الخطيرة والمهددة لحياة اليمنيين..

ويشير البلاغ، إلى أن مدير عام القيادة والسيطرة بوزارة الداخلية الحوثية، أرسل قوة مدججة بالسلاح، واستولى على (قاطرة) على متنها مبيدات سامة من نوع (بروميد الميثيل المحظور والممنوع)، وتم إخراجها من مصلحة الجمارك بذريعة أن لديه توجيهات عليا.

وتثبت هذه الواقة تقارير سابقة نشرتها “مبادرة استعادة Regain Yemen، حول الإمبراطورية المالية التي تستخدمها مليشيا الحوثي، من خلال مجموعة من شركات الاستيراد والتصدير، لاسيما شركة دغسان أحمد دغسان.

وبحسب التقارير، فإن مجموعة دغسان، تحكم سيطرتها على سوق المبيدات والأسمدة الزراعية والمستلزمات الزراعية، خاصة تلك التي تحتوي على مادة اليوريا التي يعاد استخدامها في صناعة المتفجرات.

وتشير إلى أن المجموعة تدِّر على ميليشيا الحوثي أموالاً طائلة، خصوصا من عائدات نشاطها التجاري في سوق المبيدات والتبغ والأسمدة.

ومجموعة دغسان، التي تحتكر تجارة المبيدات الزراعية طوال الثلاثة عقود الماضية، تعمل على تهريب أنواع من المبيدات لا يسمح باستخدامها، وأخرى من النوع الذي يحرم استخدامه في بعض المزروعات.

رسم تقرير أعده برنامج الأمم المتحدة الإنمائي صورة قاتمة عن تأثير تغير المناخ في اليمن خلال العقود الثلاثة القادمة، وذكر أن البلد سيخسر 93 مليار دولار من الناتج المحلي الإجمالي، وأن 3.8 مليون شخص سيعانون من سوء التغذية، متوقعاً أن تتسبب التغيرات في وفاة 121 ألف شخص.

التقرير الأممي كرس للتوقعات المناخية في اليمن، وكيف يمكن أن يؤثر ذلك على التنمية الاقتصادية والبشرية على المدى الطويل، وأكد أن هذا البلد الذي يعاني من آثار الحرب التي أشعلها الحوثيون منذ ما يزيد على ثمانية أعوام يعد من بين البلدان الأكثر عرضة لتغير المناخ، وهو يواجه أزمة متفاقمة في المياه منذ عقود.

يشير التقرير إلى أن اليمن مثل معظم البلدان ذات الدخل المنخفض، مساهمته في أزمة المناخ قليلة جداً، وأورد تحليلاً عن تأثير تغير المناخ على التنمية البشرية والبيانات التاريخية عن درجات الحرارة وهطول الأمطار عبر المناطق وتغير الفصول، ويستخدم تقنيات إحصائية للتنبؤ بمستقبل المناخ.

كما يقارن التقرير سيناريو محتملاً لتغير المناخ بسيناريو مخالف للواقع لا يحدث فيه تغير للمناخ، وفي السيناريو الثالث (المتوقع)، ينظر في التدخلات الإنمائية الرئيسية التي تركز على بناء القدرة على الصمود في مواجهة التهديدات التي يشكلها تغير المناخ، مما يسرع التقدم نحو تنمية بشرية أفضل.

وتوقع البرنامج الأممي في تقريره زيادة في سوء التغذية والفقر في اليمن «إذا لم يتم اتخاذ إجراءات مناخية لبناء القدرة على الصمود»، وقال إنه مع تغير المناخ وبحلول عام 2060، من المتوقع أن تفقد البلاد 93 مليار دولار تراكمياً في الناتج المحلي الإجمالي، وأن يعاني 3.8 مليون شخص إضافي من سوء التغذية.

وأكد التقرير أن «الأسوأ لم يأتِ بعد»، مبيناً أن البلاد تشهد تغير أنماط الطقس. وجزم أنه مع عدم اتخاذ أي إجراء، من المتوقع أن يكون تغير المناخ سبباً في أكثر من 121 ألف حالة وفاة في البلاد خلال 36 سنة.

استراتيجية بناء القدرة بحسب التقرير يمكن أن تساعد على الصمود والتخفيف من الآثار المتوقعة لتغير المناخ في البلاد، وتأمين مستقبل لائق للجيل القادم «في سياق يعاني من الهشاشة».

ووفق مكتب البرنامج الأممي في اليمن، فإن الإنتاج والاستهلاك المحلي أمران حيويان لتنمية اقتصاد أخضر في بلد تأثر بشدة من تبعات الصراع؛ إذ يعاني أكثر من 24 مليون شخص (83 في المائة من السكان) من انعدام الأمن الغذائي، كما يحتاج أكثر من نصف الأطفال الصغار (51 في المائة) إلى علاج سوء التغذية الحاد.

وأشار إلى أن زيادة الإنتاج الغذائي المحلي من بين الاحتياجات الأكثر إلحاحاً؛ إذ تلعب التغيرات المناخية دوراً متزايداً في تفاقم أزمة ندرة الغذاء، فقد أدت هذه التغيرات إلى انجراف الأراضي وصولاً إلى ظاهرة التصحر والفيضانات وتأخر فصول الزراعة، وهو ما سيؤدي إلى انخفاض زراعة المحاصيل الرئيسية ذات القيمة الغذائية العالية لسكان اليمن.

وللتخفيف من آثار الأزمة الغذائية والتبعات السلبية لتغير المناخ على القطاع الزراعي في اليمن، ذكر برنامج الأمم المتحدة الإنمائي أنه يعمل بالتعاون مع مشروع الأشغال العامة، وبتمويل من البنك الدولي، على حماية الأراضي الزراعية في وادي البركاني بمديرية المعافر في محافظة تعز؛ إذ يعد هذا التدخل جزءاً من مشروع الاستجابة لتعزيز الأمن الغذائي في البلاد.

ويقوم المشروع على دعم المزارعين في منطقة «الزقوم»، التي تمثل نقطة التقاء لمجرى السيول القادمة من منطقتين مجاورتين للوادي، بعد أن تعرضوا لخسائر فادحة في السابق، وظلوا مترددين في القيام بأي أنشطة زراعية بسبب قلقهم من السيول التي قد تجرف محاصيلهم وأراضيهم.

ويذكر الحسين عبد الولي، ممثل مشروع الأشغال العامة، أن أهداف هذا التدخل هي استعادة هكتارين من الأراضي الزراعية التي فقدها المزارعون في السنوات السابقة، بسبب انجراف التربة، وبالتالي الحفاظ على الأمن الغذائي للأسر التي تعتمد بشكل أساسي على الزراعة لكسب قوتها، ومساعدتها للحصول على دخل يمكنها من تلبية احتياجاتها اليومية.
